Registration of second-hand goods
Do you trade in second-hand bicycles? Or do you regularly sell used computers or laptops? Dealers in second-hand goods must register all their purchased merchandise. In addition, they have a reporting obligation. This is mandatory to combat theft.

Who needs to keep a register?
Buyers and traders in used and unregulated goods, metals, precious stones, timepieces, works of art, cars, motorcycles, mopeds, bicycles, photo, film, radio, audio and video equipment and computers and laptops. Not everyone needs to keep a register. You are only required to keep a certified register if you very regularly, so not as a hobby, purchase or possess a second-hand item and then resell it.
What is a certified register?
Your register must be certified. The mayor has certified the Digital Purchase Register. If you have your own company system, your system can be linked to the DOR via an interface, which means you immediately meet the legal requirements. The Digital Purchase Register (DOR) is made available free of charge.
How do you receive a DOR account?
You can easily register as a trader via the national Digital Purchase Locator (DOL). You create an account and enter your details. The municipality and police will receive a notification, which immediately fulfills your reporting obligation. The DOL is available via www.ikbenhandelaar.nl.
