Removing Asbestos/Asbestos-like material

Are you going to remove asbestos or asbestos-like material? Then you must always report it. Even if you are allowed to build or renovate without a permit, for example, you must report it if asbestos is released. You can only start your work after approval!

Submit the demolition notification at least 4 weeks before you start removing asbestos. In some cases, this is 5 working days. 

Reporting asbestos/asbestos-like material removal (demolition notification) 

As a resident, you are allowed to remove and dispose of up to 35 square meters (m2) of asbestos per residential address (plot). This 35 m2 applies in total over all the years of the residential address (plot). You are not allowed to remove more than 35 m2 of asbestos yourself. You must engage a specialized company for this.  

What is asbestos-like material?

What is asbestos-like material? A good example of asbestos-like material is corrugated sheeting with an NT quality mark. Asbestos-like material is indistinguishable from asbestos to the naked eye.

How much does it cost to submit a notification?

Making a report is free of charge. 

There are costs associated with having an asbestos inventory drawn up and having the asbestos removed by a specialized company. The municipality does not provide subsidies for this. 

How far in advance should I submit a notification?

Submit the demolition notification at least 4 weeks before you start work. In the following cases, it can be a minimum of 5 working days in advance:

  • if less than 35 m2 of asbestos/asbestos-like material is released at a residential address (plot);
  • in case of immediate necessity for demolition in the event of a calamity;
  • in case of demolition work when adapting homes (housing associations);
  • if the Board of Mayor and Aldermen decides to shorten the 4-week period.

A demolition notification is required if: 

  • asbestos is removed, demolished, or dismantled during the work; or 
  • the amount of construction and demolition waste released is estimated at 10 m³ or more. 

Report start and end of work involving more than 35 m2 of asbestos or asbestos-like material

If you are going to dispose of more than 35 m2 of asbestos, this must be done by a certified asbestos removal company. You must also report the start to the municipality. Do this at least 2 working days in advance. When you have finished the work, you must also report this to the municipality. Do this no later than the first working day after you have finished the work.

Asbestos removal

In most cases, the asbestos may only be removed by a qualified company. Hazardous work may only be carried out by a certified company. The asbestos inventory report states whether the company that will remove the asbestos must be certified or not.

A company that is going to remove asbestos may never carry out the inventory.

How do I dispose of asbestos or asbestos-like materials?

The material must not be damaged, and no asbestos fibers may be released. Submit the material as follows:

  • pack the material. This can be done in two ways:
    • double-wrapped in sturdy plastic, such as agricultural plastic or sturdy wrapping foil. Available at various stores. Non-transparent foil must have a sticker indicating that the contents contain asbestos.
    • in asbestos waste bags. These can be picked up for free at the environmental depot upon presentation of a letter of permission from the municipality.
  • you pack the asbestos material at home; this is not allowed on the environmental site.
  • pack it in a manageable package. The environmental depot employees are not allowed to help with placing the packaged asbestos material in the container. Unfortunately, there are no exceptions. Lifting equipment or forklifts cannot be used either. 
  • After approval of your (demolition) notification, you can hand in the asbestos free of charge at the environmental site on presentation of the letter of approval.
