Asbestos/Asbestos-like material removal

Are you going to remove asbestos or asbestos-like material? If so, you must always make a notification. Even if you are allowed to build or renovate without a permit, you must report any asbestos that is released. Only after approval can you start your work!

The demolition notification is done at least 4 weeks before you start removing asbestos. In some cases, this is 5 working days.

As a resident, you may personally remove and dispose of up to 35 square meters (m2) of asbestos per residential address (parcel). This 35 m2 applies in total over all years of the residential address (parcel). You may not remove more than 35 m2 of asbestos yourself. For that, you must hire a specialized company.  

What is asbestos-like material?

What is asbestos-like material? A good example of asbestos-similar material is corrugated sheets that are NT-labeled. Asbestos-like material is indistinguishable from asbestos with the naked eye.

What does a notification cost?

Filing a report is free of charge. 

However, there are costs associated with having an asbestos inventory prepared and asbestos removed by a specialized company. The municipality has no subsidies for this. 

How far in advance should I give notice?

The demolition notification is done at least 4 weeks before you start the work. In the following cases, at least 5 working days before:

  • If less than 35 m2 of asbestos/asbestos-like material is released at a residential address (plot);
  • in case of immediate need for demolition in case of calamity;
  • in case of demolition work at modification houses (housing associations);
  • If the College of B&W decides to shorten the 4-week period.

The demolition notification is required if: 

  • Asbestos is removed, demolished or dismantled during the work, or; 
  • the amount of construction and demolition waste released is estimated at 10 m³ or more. 

Report start and end of work for more than 35 m2 of asbestos or asbestos-like material

If you are going to remove more than 35 m2 of asbestos, it must be done by a certified asbestos removal company. You also report the start to the municipality. Do this at least 2 working days in advance. When you have finished the work, also report this to the municipality. Do this no later than the first working day after you have finished the work.

Asbestos removal

In most cases, asbestos should only be removed by a competent company. High-risk work may only be done by a certified company. The asbestos inventory report states whether the company that will remove asbestos must be certified or not.

A company that is going to remove asbestos should never do the inventory.

How do I submit asbestos/asbestos-like material?

The material must not be damaged and no asbestos fibers must be released. Return the material as follows:

  • package the material. This can be done in two ways:
    • double in sturdy plastic such as agricultural plastic or sturdy wrapping film. Available at various stores. For nontransparent film, put a sticker on it showing that the contents contain asbestos.
    • in asbestos waste bags. These can be picked up free of charge at the environmental site upon presentation of a permission letter from the municipality.
  • you pack the asbestos material at home; this is not allowed at the environmental site.
  • pack it in a manageable container. In fact, environmental site employees are not allowed to help place the packaged asbestos material in the container. Unfortunately, there are no exceptions. Nor can lifting equipment or forklifts be used. 
  • after approval of your (demolition) report, you can hand in the asbestos free of charge at the environmental site upon presentation of the permission letter.
