Budget

The budget is a document, which states what the municipality wants to do in the following years and what it will cost. The budget covers a 4-year period. This covers the same period as the perspective note. Each year a new budget is prepared and adopted for the next 4 years.

The council must adopt the budget annually by November 15. This date is stipulated in the Municipal Law. In our municipality, the council usually adopts the budget in early November. The budget is adopted in the same year as the perspective memorandum/framework memorandum.

The budget consists of 9 programs. The council has adopted these programs. For each program, the expected (new) developments are mentioned. The expenses and income per program are also shown. An example of a program is the program Public Order and Safety. In addition to the programs, the budget consists of a number of paragraphs. These paragraphs provide information on subjects, which play a major role in the expenses and income of the municipality. An example of a paragraph is the paragraph Land Policy. A number of paragraphs are mandatory. This is laid down in the Municipalities Act.

The framework memorandum outlines the plans and associated costs for the next 4 years. This is a preliminary draft. Through the budget, these plans and associated costs are finalized. The budget can therefore deviate from the framework memorandum. For example, the council can decide not to include a subject from the framework memorandum in the budget. In addition, new topics can be added to the budget when they were not yet known when the framework memorandum was drawn up.
