Budget

The budget is a document that states what the municipality wants to do in the coming years and what this will cost. The budget relates to a period of 4 years. This concerns the same period as the perspective memorandum. Every year a new budget is drawn up and adopted for the next 4 years.

The council must adopt the budget annually before November 15th. This date is stipulated in the Municipalities Act. In our municipality, the council usually adopts the budget at the beginning of November. The budget is adopted in the same year as the perspective memorandum/framework memorandum.

The budget consists of 9 programs. The council has adopted these programs. The expected (new) developments are listed per program. The expenses and revenues are also shown per program. An example of a program is the Public Order and Safety program. In addition to the programs, the budget also consists of a number of paragraphs. These paragraphs provide information about topics that play a major role in the municipality's expenses and revenues. An example of a paragraph is the Land Policy paragraph. A number of paragraphs are mandatory. This is laid down in the Municipalities Act.

The framework memorandum outlines the plans and associated costs for the next 4 years. This is a preliminary statement. These plans and associated costs will be definitively adopted via the budget. The budget may therefore differ from the framework memorandum. For example, the council may decide not to include a topic from the framework memorandum in the budget. In addition, new topics may be added to the budget if they were not yet known when the framework memorandum was drawn up.
