The environmental vision includes policy frameworks that must be taken into account when drawing up your initiative or plan. You will find these policy frameworks below.

Sustainability

The Municipality of Tytsjerksteradiel aims to be a frontrunner, to be at the top of the most sustainable municipalities, and to be energy-neutral by 2040. We do this by, for example, insulation in the built environment, encouraging solar panels on roofs, and switching to heat pumps. The municipal Energy Desk plays an important role in this.  

Health

Tytsjerksteradiel aims to be a municipality where residents, organizations, and the local government work together to create an inviting, healthy, social, and physical environment where residents 'feel healthy,' both physically and mentally. We believe it's important for the environment to encourage movement and social interaction. As a municipality, we collaborate with residents and organizations to contribute to a healthy environment for our residents. In doing so, we focus on factors that influence health and reduce health disparities, while also providing opportunities for prevention and new ideas.

Economic Affairs

The Economic Affairs Policy Plan provides direction for the economic course that the municipality, together with entrepreneurs associations, entrepreneurs and other partners, wants to pursue. A good business climate in our municipality, room to do business, responding to changes and taking steps in making our economy more sustainable: that is the starting point for this Economic Affairs Policy Plan. 

Land affairs

The Land Policy Memorandum provides direction for the implementation of land allocation (rental, sales, and other property rights), land acquisition, land exploitation, and cost recovery in our municipality. Examples include the allocation of plots, roadside greenery, and leasehold plots, as well as the financial overview of a spatial change. The Municipality of Tytsjerksteradiel uses land policy to achieve social goals, among other things. Current laws and regulations are applied in this process. 

Landscape & Nature

The Municipality of Tytsjerksteradiel aims to preserve and strengthen the existing landscapes and associated landscape elements. In doing so, we seek multiple land use and opportunities for synergy. With new developments, we strive for an added value for existing landscapes, for example, by providing space for biodiversity and water, climate adaptation, and sustainable energy and material use.

We are pursuing this course through an assessment framework consisting of eight general principles. This assessment framework, together with the aforementioned ambitions, forms the guiding principle for ideas and initiatives. 

Environmental quality is important

Our existing spatial values and identity form the basis for all developments. This means that developments build on existing qualities and, if possible, strengthen or further develop them. 

We take an integrated approach and handle the available space with care.

We take an integrated approach to initiatives from society and look for multiple land use and opportunities for connection in the living environment. Examples include: agriculture and nature management in the bocage landscape, living and working at home, solar panels on roofs. If linking or merging functions is not feasible, we ensure good landscape integration. 

Environment

Assessing a plan based on environmental policy frameworks requires customization per location. Not all components within these policy frameworks have a ready-made checklist to be tested against. However, a plan must comply with the environmental standards set by the municipality, province and/or the national government. Recreation & Tourism

As the municipality of Tytsjerksteradiel, we would like to create a pleasant living environment for our own residents by maintaining local facilities and cultural heritage. The municipality offers all kinds of opportunities to practice water sports and the diverse landscapes are very suitable for walking and cycling. The De Alde Feanen National Park and the village of Earnewâld form the tourist center of the municipality. The preservation of the rich scenes with alder hedges and wood banks, the characteristic sandy roads, pingos from the Ice Age and in the Trynwâlden the estates with their beautiful parks are of paramount importance. 

In addition, we as a municipality want to stimulate new recreational projects. We are committed to this through the three clusters Trynwâlden, Earnewâld e.o. and Burgum e.o. 

Urban development

From an urban planning perspective, we are examining the desirable and feasible developments for existing and new areas to be developed. We are considering how the municipality can create a healthy, pleasant, and livable environment. The urban planner assesses whether plans fit within the urban and/or suburban structure of an area and whether specific criteria for the relevant sub-area are met. The (re)development of an area sometimes involves amending the environmental plan, sometimes deviates from the environmental plan, but can also fit within the existing environmental plans. If plans fall within the framework of the existing environmental plans, they are assessed using the building aesthetics policy. 

The zoning plan outlines several area types, including the frameworks that the municipality offers for plans, which initiators and plan developers can take note of. In addition to the zoning plan, zoning criteria have been established per location, highlighting more specific requirements for those specific locations. The zoning plan is divided into: area-oriented zoning criteria; additional zoning criteria per location.

Housing

Tytsjerksteradiel is known for its pleasant living environment. The living environment plays an important role in this. Our municipality is an ideal place for people looking for a home in a green environment. We are proud of that. Burgum, Hurdegaryp and the Trynwâlden are important amenity centers. Eastermar and Earnewâld have a major tourist attraction due to their location in and around extensive nature reserves. Our smaller centers are characterized by a strong social bond.  

Heritage

Heritage surrounds us everywhere. It could be the house on the corner, the old bakery in the middle of the village, or the village tradition that everyone is so proud of. If they contribute to the identity of the community and tell the story of the village, the region, or an important event in that place, we call this heritage. Heritage is an important part of our daily lives and colors our living environment. Because these stories and events can be so important, heritage has also been given a place within the framework of the Environment Act. In the Netherlands, we officially protect heritage by, among other things, giving it a monument status. For Tytsjerksteradiel, we are working on a new policy so that we can better protect our heritage in the future.
