Environmental law policy frameworks
The environmental vision includes policy frameworks that must be taken into account when preparing your initiative or plan. Below you will find these policy frameworks.
Sustainability
The Municipality of Tytsjerksteradiel wants to be a forerunner, be in the top, of the most sustainable municipalities and be energy neutral by 2040. We do this by, for example, isolating the built environment, stimulating solar panels on roofs and switching to heat pumps. The municipal Energy Desk has an important role in this.
Health
Tytsjerksteradiel wants to be a municipality where residents, organizations and the municipality jointly build an inviting healthy social and physical living environment in which residents "feel healthy," both physically and mentally. We find it important that the living environment invites to exercise and to meet. As a municipality, together with residents and organizations, we contribute to a healthy environment for our residents. In doing so, we focus on factors that influence health and reduce health disparities and we offer room for prevention and new ideas.

Economic Affairs
The Economic Affairs Policy Plan gives direction to the economic course that the municipality wants to pursue together with business associations, entrepreneurs and other partners. A good business climate in our municipality, room to do business, responding to changes and taking steps to make our economy more sustainable: that is the starting point for this Economic Affairs Policy Plan.
Grounds
The Land Policy Memorandum provides direction for the implementation of land issuance ((lease and) sale and other rights in rem), land acquisition, land exploitation and cost recovery in our municipality. Examples include both issuance of lots, snippergroen and leasehold plots, as well as the financial overview of a spatial change. The Municipality of Tytsjerksteradiel uses land policy to achieve social goals, among other things. Current laws and regulations are applied.
Landscape & Nature
Municipality of Tytsjerksteradiel strives to preserve and strengthen the existing landscapes and the associated landscape elements. We are looking for multiple space usage and linking opportunities. With new developments we also strive to create a plus for existing landscapes, for example by providing space for biodiversity and water, climate adaptation and sustainable use of energy and materials.
We are working on this course through a consideration framework consisting of eight general principles. This consideration framework, together with the aforementioned ambitions, forms the guiding principle for ideas and initiatives.
Environmental quality is important
Our existing spatial values and identity form the basis for all development. This means that developments build on existing qualities and strengthen or develop them where possible.
We look holistically and deal carefully with available space
We look integrally at initiatives from society and we look for multiple use of space and linking opportunities in the living environment. Examples may include: agriculture and nature management in the countryside, living and working at home, solar panels on roofs. If linking or merging functions is not feasible, we will ensure a good integration into the landscape.
Environment
Assessing a plan against the environmental policy frameworks requires customization for each location. Not all components within these policy frameworks have a ready-made checklist that can be assessed. However, a plan must comply with the environmental standards set by the municipality, province and/or national government. See below the components that are considered in an environmental assessment:

Recreation & Tourism
As a municipality of Tytsjerksteradiel, we would like to create a pleasant living environment for our own residents by maintaining local facilities and cultural heritage. The municipality offers all kinds of opportunities for water sports and the various landscapes are very suitable for walking and cycling. The National Park De Alde Feanen and the village of Earnewâld form the tourist center of the municipality. The preservation of the rich scenery with alder hedges and wooded banks, the characteristic dirt roads, pingo's from the Ice Age and in the Trynwâlden the states along with the beautiful parks are highly valued.
In addition, as a municipality we want to stimulate new recreational projects. We are committed to this through the three clusters Trynwâlden, Earnewâld e.o. and Burgum e.o.
Urbanism
From urban planning, it looks at desirable and possible developments for existing areas and new areas to be developed. This involves considering how the municipality can bring about a healthy, pleasant and livable living environment. The urban planner considers whether plans fit within the urban and/or suburban structure of an area and whether specific criteria for the subarea in question are met. A (re)development of an area sometimes goes together with an environmental plan amendment, sometimes there is a deviation from the environmental plan but also a (re)development can fit within the existing environmental plans. If plans fall within the framework of the existing environmental plans, these plans are tested by means of the building standards memorandum.
The building standards memorandum sets out several area types, with the frameworks the municipality offers for plans, which initiators and planners can take note of. Supplementary to the building standards memorandum, building standards criteria have been drawn up for each location, in which more specific requirements are highlighted for the specific locations. The building standards memorandum is divided into: area-oriented criteria; supplementary criteria for each location.
Living
Tytsjerksteradiel is known for its pleasant living environment. Precisely the living environment plays an important role in this. Our municipality is an ideal place for people looking for a home in green surroundings. We are proud of that. Burgum, Hurdegaryp and the Trynwâlden are important centers for amenities. Eastermar and Earnewâld have great tourist appeal due to their location in and around extensive nature reserves. Our smaller centers are characterized by strong social bonds.
Heritage
Heritage surrounds us everywhere. It could be the little house on the corner, the old bakery in the middle of the village or the village tradition that everyone is so proud of. If they contribute something to the identity of the Mienskip and tell the story of the village, the region or an important event at that place, we call it heritage. Heritage is an important part of our daily lives and colors our living environment. Because this history and events can be so important, heritage has also been given a place within the framework of the Environmental Act. In the Netherlands we officially protect heritage by, among other things, giving it monument status. For Tytsjerksteradiel we are working on new policy so that we can better protect our heritage in the future.
