Purchasing and procurement policy
The municipality purchases various goods and services. In addition, various works are commissioned by the municipality. These include the construction and maintenance of roads and sewers.
European procurement regulations and the Procurement Act apply. In addition, the municipality applies its own frameworks for procurement and tendering. These frameworks were adopted by the municipal council in February 2018 (see link below to the Procurement and Tendering Framework Memorandum). The framework memorandum on procurement and tendering was jointly drawn up by the municipalities of Achtkarspelen and Tytsjerksteradiel and also applies to their joint Werkmaatschappij 8KTD.
Procurement organization
The municipalities and the joint civil service organization have a decentralized procurement organization. This means that each department is responsible for their own purchasing.
Are you a regional entrepreneur?
The municipalities like to give regional entrepreneurs the opportunity to compete for contracts in the field of services, supplies and (civil engineering) works. This within the set frameworks of legislation and the Procurement and Tendering Framework Memorandum 2018. The framework memorandum can be consulted below. There are regional companies that already compete regularly for contracts and are awarded contracts.
The municipalities want to give all entrepreneurs the opportunity to come forward so that they too can participate in tenders for services, supplies and (civil engineering) works where possible. To do so, contact the municipality by calling 140511 and ask for the department responsible for the procurement of the services and products you offer.
