Laying cables and pipelines in public ground

The municipality owns the land in public spaces. Permission from the municipality is always required for the construction of new cables and pipelines or work on existing cables and pipelines. Sometimes you also need permission from other landowners such as Rijkswaterstaat, Wetterskip Fryslân or the province of Fryslân.

How does it work?

Permit, consent or notification via MOOR

Network operators, companies or contractors must apply for a permit or consent, or submit a notification via the central Reporting Point for Public Space Disruptions (MOOR) for the construction, (maintenance) and removal of cables and pipelines. A permit is required for utility companies and a consent decision is required for telecom companies.

It is not possible for private individuals to apply for a permit or consent. We do not allow private cables and pipelines in municipal land. The handling of cable and pipeline work takes place entirely in MOOR.

For all work with a route length greater than 2 meters or an area of more than 2m2, you must apply for a permit or approval decision.

In addition, you must always report the start of excavation work at least three working days in advance via the central reporting point MOOR.

For smaller activities, a MOOR notification is sufficient three days before the start of excavation work. Activities as a result of calamities must also be reported as soon as possible via MOOR.

How much does it cost?

Fees are charged for processing permit and consent applications. Degeneration costs are charged for MOOR notifications of excavation work.
