Laying cables and pipes in public land

The municipality owns the land in public areas. For the installation of new cables and pipes or work on existing cables and pipes you always need permission from the municipality. Sometimes you also need permission from other landowners such as Rijkswaterstaat, Wetterskip Fryslân or the province of Fryslân.

How does it work?

Permit, consent or a notification through MOOR

Network operators, companies or contractors must apply for a permit or consent or report through the Central Public Space Interruption Reporting Point (MOOR) for the installation, (under)maintenance and removal of cables and pipes. Utilities require a permit and telecom companies require a consent decree.

It is not possible for private individuals to apply for a permit or consent. We do not allow private cables and pipes in municipal land. The handling of cable and pipeline work takes place entirely in MOOR.

For any work with a trace length greater than 2 meters or an area greater than 2m2, you must apply for a permit or consent decree.

In addition, you must always make a notification through the central reporting point MOOR at least three working days before the start of the excavation work.

For smaller works, a MOOR notification three days before the start of excavation work is sufficient. Work due to calamities should also be reported via MOOR as soon as possible.

What does it cost?

Fees are charged for processing permit and consent applications. For MOOR notifications of excavation work, degeneration fees are charged.
