Framework note

The framework memorandum is an elaboration of the college program. The framework memorandum contains a concrete elaboration of the topics mentioned in the college program. The college of B&W indicates what the plans are and what this will cost. The framework memorandum covers a four-year period. This is not a fixed period like the political term agenda and the college program. Each year, a new framework memorandum for the next 4 years is drawn up by the college and discussed by the council on an opinion basis.

No. Our municipality itself has chosen to prepare a framework memorandum every year. The college of B&W and the council then discuss new plans and wishes and other important developments with implications for the municipality. The framework memorandum is a tool for the council to determine which plans and wishes the college of B&W must develop further. These elaborated plans and wishes are then included in the budget.

The framework memorandum is broadly composed of the following sections:

• A description of important developments that (may) affect the municipality's expenses or income. Examples include the economic situation, new government regulations or a (strong) growth or contraction in the municipality's population;
• An overview of plans for new activities and what they will cost. At the same time, it also shows whether the council has money for these new activities, or whether more money is needed to implement these plans;
• The council makes "directional statements" as to which plans should be included in the budget.

The council discusses the framework memo in opinion annually in June/July.

Starting with the 2019 framework memorandum, the naming has been changed to framework memorandum. Before that, the naming convention was perspective memorandum.
