Certificate of good conduct (VOG)

A Certificate of Good Conduct (VOG) is proof of good behavior. In many cases, you need a VOG to get a job. For some industries, it is even required by law. 

A VOG shows whether your past behavior is not an objection to the task or position you will perform. Justis, the screening authority of the Ministry of Justice and Security, screens individuals, companies and organizations applying for a VOG and issues the VOGs.

Applying as an employer or organization

Do you, as an employer, request a VOG from your (new) employee? Then you can prepare an application for him online with eHerkenning (eRecognition). This costs €33.85.

Then the employee goes through the following steps:

  • He receives an e-mail with a link to the Justis website.
  • Your employee logs in with their DigiD.
  • He fills in his details and pays directly via iDEAL.
  • He then receives notification of the application from Justis. He requests notification of this within 4 weeks.

Apply and submit online

Did your (new) employer give you a paper form to apply for the VOG? You can hand in the application form at the town hall, but you can also submit it online. You do this with DigiD and you pay via iDEAL. This costs € 41.35.

Here's how it works:

  • You fill out the paper application form and have your employer sign it.
  • Scan in the completed form.
  • You submit the VOG online and attach the scanned form as an attachment.

  • You will receive a confirmation and statement via email.
  • Justis will evaluate your application. You will be notified within 4 weeks.

Apply with form at city hall

You can apply for a VOG in writing at City Hall. This costs €41.35.

  • You and your employer or client complete the application form from Justis.
  • Sign the form.
  • Make an appointment at 14 0511 to submit the form to the municipality where you live. You will then pay the fee at the town hall immediately.
  • Justis will evaluate your application. You will be notified within 4 weeks.

Applying for a company, association or foundation

A representative of the legal entity submits the VOG Rechtspersonen (RP) application. This is someone who is authorized by the articles of association or a granted authorization. The procedure is as follows:

  • You can download the Application Form VOG RP from Justis.
  • Fill in all information about the organization and the natural persons who hold important positions in it.
  • Send the completed form with all requested documents to Justis.
  • Pay the amount for processing the application. The account number is listed on the form.
  • Justis will evaluate your application. You will be notified within 4 weeks.

Free VOG for volunteers

Volunteers can apply for a VOG free of charge if their volunteer organization meets certain conditions. More information can be found on the Justis website.

What should I bring?

First, call 14 0511 for an appointment. During the appointment, please bring the following:

  • The completed and signed application form. Note: We only accept the "March 2025" version of the application form. The version name is on the bottom left of each page of the form;
  • All the documents you need to attach according to the application form;
  • A valid proof of identity (or a copy if you are submitting an Application for VOG RP);
  • A debit card to pay the fee(€41.35).

Emigration, visa or foreign work permit

Are you emigrating or applying for a visa or foreign work permit? Make sure you have an official document from the embassy, consulate or employer. This document should contain all the information requested on the application form.

Authorization

Have you authorized someone in writing to apply for the VOG on your behalf? Call first for an appointment with 14 0511. This person must then bring the following documents:

  • The completed application form with all requested documents;
  • An authorization letter copy of your ID;
  • the authorized representative's proof of identity.

Are you submitting the application online? If so, you will also need the following:

  • email address;
  • DigiD;
  • Your information for online banking.

For minors

Minors can apply for a VOG from the age of 12. No criminal records are registered for minors under the age of 12, and for that reason no VOG can be applied for.

Minors aged 12 to 16:

  • The minor child and the parent or legal representatives must both sign the application.
  • Parents or legal representatives may request the status without authorization.
  • At the time the parent or legal representative files an application on behalf of the minor child, the parent does not need to be authorized.

Minors aged 16 to 18:

  • Parents or legal representatives do not need to co-sign the application.
  • Parents or legal representatives may request the status without authorization.
  • At the time the parent/legal representative submits an application on behalf of the minor child, the parent does not need to be authorized.
