Certificate of Good Conduct (VOG)
A Certificate of Good Conduct (VOG) is proof of good behavior. In many cases, you need a VOG to get a job. For some sectors, this is even required by law.
A Certificate of Good Conduct (VOG) shows whether your past behavior poses any concerns for the task or function you will be performing. Justis, the screening authority of the Ministry of Justice and Security, screens individuals, companies, and organizations that apply for a VOG and issues the VOGs.
Applications as an employer or organization
Are you, as an employer, requesting a Certificate of Good Conduct for your (new) employee? Then you can prepare an online application for them using eHerkenning. This costs € 33.85.
Apply for a Certificate of Good Conduct (VOG) online for employers and organizations
After that, the employee completes the following steps:
- He will receive an email with a link to the Justis website.
- Your employee logs in with their DigiD.
- He enters his details and pays directly via iDEAL.
- He will then receive a message from Justis regarding the application. He requests a response within 4 weeks.
Apply and submit online
Did you receive a paper form from your (new) employer to apply for the VOG? You can submit the application form at the town hall, but you can also submit it online. You can do this with DigiD and pay via iDEAL. This costs € 41.35.
How it works:
- Complete the paper application form and have it signed by your employer.
- Scan the completed form.
- You submit the VOG online and add the scanned form as an attachment.
Apply for a Certificate of Good Conduct yourself
- You pay via iDEAL.
- You will receive a confirmation and settlement via e-mail.
- Justis will assess your application. You will receive a notification within 4 weeks.
Applications with a form at the town hall
You can apply for a Certificate of Good Conduct (VOG) in writing at the town hall. This costs € 41.35.
- You and your employer or client must complete the application form from Justis.
- Sign the form.
- Make an appointment via 14 0511 to submit the form to the municipality where you live. You will then pay the costs immediately at the town hall.
- Justis will assess your application. You will receive a notification within 4 weeks.
Applications for a company, association, or foundation
A representative of the legal entity must submit the VOG Legal Entities (RP) application. This is someone who is authorized under the articles of association or a granted authorization. The procedure is as follows:
- You can download the VOG RP Application Form from Justis.
- Fill in all information about the organization and the natural persons who hold important positions within it.
- Send the completed form with all the required documents to Justis.
- Pay the fee for processing the application. The account number is on the form.
- Justis will assess your application. You will receive a notification within 4 weeks.
Free Certificate of Good Conduct for volunteers
Volunteers can request a Certificate of Good Conduct (VOG) free of charge if their volunteer organization meets certain conditions. More information can be found on the Justis website.
What do I need to bring?
First, call 14 0511 to make an appointment. Please bring the following to the appointment:
- the completed and signed application form. Please note: We only accept the 'March 2025' version of the application form. The version name is located at the bottom left of each page of the form;
- all documents that you must enclose according to the application form;
- a valid proof of identity (or a copy thereof if you submit an Application for a Certificate of Good Conduct);
- a debit card to pay the costs (€ 41.35).
Emigration, visa or foreign work permit
Are you emigrating or applying for a visa or foreign work permit? Then ensure you have an official document from the embassy, consulate, or employer. This document must contain all the information requested on the application form.
Authorization
Have you authorized someone in writing to apply for the VOG (Certificate of Good Conduct) on your behalf? First call 14 0511 to make an appointment. This person must then bring the following documents:
- the completed application form with all the required documents;
- a letter of authorization and a copy of your identity document;
- the authorized person's identity document.
Are you submitting the application online? Then you will also need the following:
- email address;
- DigiD;
- your online banking details.
For minors
Minors can apply for a Certificate of Good Conduct (VOG) from the age of 12. No criminal records are registered for minors younger than 12 years of age, and for that reason, a VOG cannot be applied for.
Minors from 12 to 16 years:
- The minor child and the parent or legal representatives must both sign the application.
- The parents or legal representatives may request the status without authorization.
- When the parents or legal guardian submit an application on behalf of a minor child, the parent does not need to be authorized.
Minors aged 16 to 18:
- The parents or legal representatives do not have to co-sign the application.
- The parents or legal representatives may request the status without authorization.
- When a parent/legal guardian submits an application on behalf of a minor child, the parent does not need to be authorized.
