Step 1: Permit check

Sometimes you need a permit, but that is not necessary for all events. Therefore, download the risk scan and fill it in. You will then immediately know whether you need a permit or only need to submit a notification.

Step 2: Register annual event planning

Do you need a permit for your event? Then register your event for the annual event planning. Registration for the 2026 annual plan is possible until October 1, 2025.

Please note: registration for the 2025 annual event planning is no longer possible. 

Your registration is not yet an application for a permit. 

The applications are then coordinated with the emergency services and the Friesland Safety Region. After approval, this will be announced as soon as possible on the annual event schedule page. 

Step 3: Apply for an event permit

Is your event on our events calendar? If so, the date and location are approved, and you can apply for an event permit. Not registered for our events calendar? You can always apply for a permit for your event.

Please include the following attachments with your application: 

We must receive the application on time: 

  • A-event: 4 weeks prior to the event
  • B-event: 12 weeks prior to the event
  • C-event: 16 weeks prior to the event

Important information for the permit application

  • Make sure you have the attachments ready before applying for the event permit. You can add these while completing the digital application form. 
  • After your application, you will hear whether any further documents are required.  
  • Wait to organize your event until you have the permit.

What does a 0, A, B, or C event mean?

The event for which you are granted a permit will be placed in category 0, A, B, or C. The higher the risk to safety, the higher the category. We look at the type of event, the number of visitors and their age, and whether alcohol is served and/or drugs are present. 

  • 0-event (small event notification): small-scale events with a maximum of 150 visitors, causing little to no noise or traffic nuisance, and not requiring supervision from the municipality. 
  • A-event: low-risk events. The presence of risks is (very) unlikely. 
  • B-event: medium-risk events. The presence of risks is plausible. 
  • Category C event: high-risk events. The presence of risks is very likely.

Why register for the annual event schedule?

  • We would like to spread the events in our municipality throughout the season. By placing the event on the annual event schedule, we gain insight into this and can move an event in consultation if necessary.
  • Sufficient emergency services must always be available. The annual schedule is therefore discussed with the emergency services (police and fire brigade) and the Fryslân Safety Region. 

Not yet registered for the annual event calendar?

You can always apply for an event permit. However, it is possible that you have to take extra measures for your event or that you have to move the event to another date. It is also possible that your event cannot be organized. Before applying for an event permit, please contact us via 14 0511. Together with you, we will see if and how you can organize the event. 

How much does an event permit cost?

The costs for applying for an event permit are: 

  • For A-events: € 38.00 
  • For B-events: € 98.00 
  • For C-events: € 155.00 
  • For A-events in a tent/building: € 88.00 
  • For B-events in a tent/building: € 180.00 
  • For C-events in a tent/building: € 237.00 
  • For fairs: € 102.10 

In addition to an event permit, other permits or exemptions may also be required, such as an exemption for serving alcohol

Have you applied for an event permit?

As soon as you have submitted your application, you will receive a confirmation of receipt. Your application will be published in the municipal gazette. Within fourteen days, others may submit their views (objections) to your application. Any views submitted will be included in the assessment of your application.  

We may seek advice from other departments within the municipality and/or from the police and the Fryslân Safety Region. They will give us a response to your application. We will include these recommendations in the permit, if necessary.  

After submitting your application, we will contact you as soon as possible. 

Did you apply for the event permit too late?  

In that case, we may not process your application, and your event may not be able to proceed. We will only do this if there is not enough time to assess your application and if public order and safety could be compromised. You can prevent this by submitting your application on time. This also allows you to find out earlier what you need to consider and what requirements the municipality sets. 

Advertising your event?

If you want to place advertising along the roadside for your event, you may also need a permit for this. You can read about this under advertising signs

Do you need insurance? 

We advise you as an organizer to take out liability insurance. A standard third-party insurance policy does not cover an event. Several insurers, such as Nationale Nederlanden, Interpolis, AON, and Centraal Beheer, offer special event insurance policies. For volunteer organizations, it is also important to be properly insured for volunteers. We have taken out a collective accident and liability insurance for volunteers. Are you organizing an event near a nature reserve?

Is your event taking place in or near a nature reserve? You may need an additional permit from the province of Fryslân. We advise you to apply for this at least 6 months in advance from the province. For more information, see the website of the province of Fryslân.
