Civic integration for status holders

Civic integration from January 1, 2022
The new Civic Integration Act came into effect on January 1, 2022. The municipality will help you integrate as quickly as possible. See here how the municipality can help you.

Conversation
- Your integration consultant will invite you for an interview. This is an employee of the municipality of Tytsjerksteradiel.
- This employee will advise you on your integration period
- During this conversation, your integration consultant will explain which steps are necessary for your integration process (which steps you will take until you are integrated).
Learnability test
- For integration, you must take a 'learnability test'.
- Based on the test results and the interview with you, the integration consultant will gain information about how quickly you could learn the Dutch language.
- With that information, the consultant can advise you on what is needed for your integration.
- Your integration consultant can also provide you with information about the available schools.
- After that, you can choose a language school yourself for your integration course.
Integration and Participation Plan
- The final interview will take place after approximately 10 weeks.
- The consultant will create a personal Integration and Participation Plan (PIP) with you. The PIP contains the agreements about your integration and the guidance provided by the municipality.
- You are now ready to start your integration process.
- Due to the Civic Integration Act, you are required to cooperate fully with the creation of the PIP (Personal Integration Plan).
- During your integration period, the municipality will invite you for a conversation several times to see how your integration is going. These conversations are also mandatory.
You received your residence permit between January 1, 2013, and January 1, 2022.
Did you receive your residence permit after January 1, 2013? And are you required to integrate? Then you will receive a letter from the Education Executive Agency (DUO). This states how much time you have to pass the civic integration exam: 3 years from the date you received your residence permit. This is your 'integration period'.
- You are responsible for your own integration.
- You must find a civic integration course yourself. Read more information about this under 'civic integration course'.
- You must pass the civic integration exam within the civic integration period of 3 years. If you do not cooperate, you may receive a fine from DUO. Failure to cooperate may have consequences for your residence permit. More information can be found on Inburgeren.nl.
Almost used up your DUO loan?
Have you almost used up your DUO loan? Or do you need to pass your integration exam within a year and have already used €7,500.00 of your loan? Then you will receive a letter from DUO.
What should you do then?
- We ask you to contact the municipality directly by calling 14 0511 and ask for the Integration team.
- We will discuss with you how you can complete the lessons you still need as quickly as possible within the integration period.
- We also look at how you can obtain KNM, ONA and your exams as quickly as possible. We call this assistance with ELIP (End of Loan Integration Obligation).

Turned 18 on or after January 1, 2022?
If you did receive your residence permit between January 1, 2013, and January 1, 2022, but turned 18 after January 1, 2022, and you still need to integrate:
- you may be subject to the Integration Act 2021
- You will receive a letter from DUO stating that you must integrate through the municipality.

You received your residence permit before January 1, 2013.
Did you receive your residence permit before 2013 but have not yet passed your integration exam?
- In that case, you will receive a letter from the municipality of Tytsjerksteradiel regarding your integration.
- That letter states when you should have passed the civic integration exam: your 'civic integration period'.
- The municipality will invite you for an interview. This interview is mandatory.
Integration course
- Did you receive a residence permit after January 1, 2022? Then your contact person at the municipality of Tytsjerksteradiel will work with you to find a suitable language provider (if you turned 18 on or after 1-1-2022, you may also fall under the new Civic Integration Act).
- Did you receive a residence permit before January 1, 2022? Then you are responsible for your own integration. Your contact person at the municipality of Tytsjerksteradiel will be happy to help you find a suitable language provider.
Civic integration exam and diploma
You must pass the civic integration exam within your civic integration period. More information about this can be found on inburgeren.nl.
You have completed your civic integration if you have passed exams in the following areas:
- Participation Statement (PVT)
- Reading
- Listening
- Writing
- Speaking
- Knowledge of Dutch Society (KNM)
- Work & Participation Module (MAP) for integration participants after January 1, 2022
- Orientation on the Dutch Labor Market (ONA) for integration participants before 2022
If you have passed the civic integration exam, you will receive a diploma from DUO. However, this does not apply to the Z-route (certificate). Have you already started civic integration? You can find more information on Mijnduo.nl and Mijninburgering.nl. Here you can also practice exams.
Borrowing money from DUO for the integration course
Are you obliged to integrate before January 1, 2022? If so, you can borrow money from DUO for your civic integration course. On the website Inburgeren.nl you can read how that works.
Participation Statement Process (PVT)
The participation statement process is an important and mandatory part of integration. You will be introduced to the core values of Dutch society. At the end of the PVT, you sign the participation statement. This is organized by VluchtelingenWerk Nederland (the Dutch Council for Refugees).
Starting with the PVT
You will receive an invitation from your contact person at your municipality for the workshop.
- The invitation states where the workshop will be given.
- the workshop can also be given in a municipality other than your own
- Children are not allowed to attend the workshop
- Arrange care for your child(ren) when needed.
At the end of the workshops, you will sign the participation statement and complete this part. If you would like more information, you can send an email to the Integration team.
Signing PVT
The participation statement is a statement that newcomers who are subject to integration requirements must sign. It states that you have taken note of the Dutch core values:
- Freedom
- Equality
- solidarity and
- Participation
- and that you will commit to this
After you have completed the workshops, you sign the participation statement.
Costs of the PVT
There are NO costs associated with the PVT for you.
Becoming a Dutch citizen
If you live in the municipality of Tytsjerksteradiel and wish to acquire Dutch nationality, you can submit a naturalization request to the municipality. To be naturalized, you must have passed your civic integration exam.
