Lottery liberalized lease agreement plot De Finne at Sumar
Location plot
Municipality of Tytsjerksteradiel intends to issue a parcel of pasture land in liberalized lease. It concerns a parcel of pasture land located at De Finne in Sumar, cadastral municipality of Oostermeer, Section K, number 1787 partly, measuring approximately 7,065m2.

Lease agreement and rent
The lease is concluded for a period of 1 year. The lease commences on January 1, 2026 and ends on December 31, 2026.
The lease price is based on the maximum allowable lease price Northern Pasture Area and is set annually by the Rijksdienst voor Ondernemend Nederland. In 2026 the lease price is € 735 per hectare/per year. The lease price is € 519.27.
Conditions of enrollment
Tenderer agrees to the conditions of enrollment listed below:
- In case of more than 1 registration, a draw will take place;
- Registration is open to any candidate that is engaged in a core agricultural activity and is registered with the Chamber of Commerce (hereinafter: KVK). That the candidate is engaged in a core agricultural activity is evident from the SBI code(s) of the registrant at the Chamber of Commerce;
- The tenderer can participate in the tender only once. This means that no other companies, additional holding companies, management companies, subsidiaries or sister B.V.'s of the respective tenderer may tender. You will receive a statement for this purpose, which must be received by the municipality by Thursday, November 13, 2025 at the latest. You will receive the statement with the invitation to the draw;
- The lease plot must be operated as a business in accordance with the provisions of Article 7:312 of the Civil Code;
- The bidder agrees to the contents of the lease agreement and that the lease will be in the name of the winning bidder. The lease agreement must be signed within 5 working days after the draw;
- The winning bidder shall not be permitted to transfer or give into use all or part of the leased property to a third party;
- Registrant consents to the sharing of (personal) data for the purpose of conducting any public draw meeting;
- Registrant (or authorized representative) must be present at the draw on time(no later than 10:00 a.m.). If registrant does not attend the draw on time, this registrant will be excluded from the draw;
- The bidder (or authorized representative) must be able to identify himself with a valid ID;
- The municipality has the right to terminate this enrollment procedure at any time without giving reasons.
Registration procedure
If you are interested in leasing the leasehold plot, you must register for it using the digital registration form below. The registration period is from Wednesday, October 8, 2025 to Tuesday, October 28, 2025 at 11:59 pm. Each registrant will receive a confirmation of receipt.

No other means of registration will be accepted. The registration form must be filled out completely. Forms not completed in full will not be accepted.
Drawing Meeting
A draw meeting will determine to whom the plot will be leased. The draw of lots will take place on Tuesday, November 18, 2025 at 10:00 a.m. in the town hall at Raadhuisweg 7, 9251 GH in Burgum. The draw and allocation will be carried out by 2 officials of the municipality.
You are expected to attend this in person. Every registrant who registers and meets the requirements will receive an invitation to the draw meeting. In order to draw lots, you or a representative must be at the town hall on time on the day of the draw. Are you unable to attend the draw? Then the registrant can authorize someone to attend the draw on his or her behalf. Please note: identification is required! The name and phone number of the proxy should be emailed to grondzaken@t-diel.nl no later than Thursday, November 13, 2025 .
The subscriber whose lot number is drawn first will be allocated the leasehold plot. Subsequently, the drawing of lots will continue with 5 bidders being placed on a reservation list in order of drawing. The winning bidder will receive the lease agreement by email after the draw. The signed lease agreement must be signed and returned to the municipality within 5 working days after the draw. Once signed by the municipality, the lease agreement will be sent to the Land Chamber.
Do you disagree with the proposed draw of liberalized leases?
If you have any objections to the intended drawing of lots for liberalized leaseholds, you should bring preliminary relief proceedings within 20 calendar days after the date of this publication(October 8, 2025) before the Interim Injunction Judge of the District Court of North Netherlands, location Leeuwarden. If you initiate summary proceedings, please notify us of this in writing within the aforementioned period of 20 calendar days, preferably by sending the draft summons by e-mail to the team ground matters of the Municipality of Tytsjerksteradiel, e-mail grondzaken@t-diel.nl. The period of 20 calendar days is an expiry period.
If summary proceedings have not been instituted by October 28, 2025, no claims can be made against the municipality with respect to the proposed draw liberalized leasehold. With this publication, the municipality is implementing the Supreme Court ruling November 26, 2021 (ECLI:NL:HR:2021:1778).
