Apply for an environmental permit
Do you want to build, renovate, change the use of a building, demolish something, cut down a tree, or construct a driveway? You often need an environmental permit. Do you want to carry out several activities in a specific location? For example, renovate and cut down a tree? Then you can apply for an environmental permit for this all at once.
Sometimes you are allowed to build or renovate without a planning permission. For example, for regular maintenance or placing a dormer window at the back of your home.
Step 1: Check whether an environmental permit is required

Use the Permit Check in the Omgevingsloket (Environment Desk) to check whether you need an environmental permit, need to submit a notification, or whether your building plan is exempt from permits. You can also see which environmental permit you need or which notification you need to submit. For example, a building permit or demolition notification.
Please note: The Permit Check does not give you certainty, but it does give you an idea of your chances.
Submit a concept request (not required)
Want to be sure whether you need an environmental permit? Then submit a draft request in the Omgevingsloket (Environment Desk). Start your application and go through the steps. At step 7 you can choose to send your application as a draft request. We will then let you know how likely it is that your application will be approved. You may submit a draft request, but you don't have to.
A concept request costs money. You will get these costs back if you apply for an environmental permit. The costs that you may incur for planning advice will not be reimbursed.
Step 2: Inform the local community about your plan
Your work may affect the people and businesses in the area. That is why we ask you to always engage in discussions with your environment. You can read how to approach this on the Participation Environment Act page.
Step 3: Apply for the environmental permit
Do you need a permit? Then you can apply for the environmental permit in the Omgevingsloket (Environment Desk). Make sure your application is as complete as possible. This will prevent delays. Also, make sure that there is no privacy-sensitive information in the appendix, such as your BSN (citizen service number).
Apply for an environmental permit
As soon as the environmental permit has been applied for, you will receive a confirmation of receipt from the Omgevingsloket (Planning Portal). We will also send a confirmation of receipt afterwards. This way you can be sure that we have received your application.
Multiple activities in one permit
Do you want to carry out several activities at the same time? Then you only need to apply for one single environment permit. The applications are processed in this environment permit.
Applying costs money.
Applying for an environmental permit costs money. In some cases, you can get your money back (in part). You can find this information in the fees bylaw (legesverordening).
The municipality will announce your application.
The municipality publishes your application in the Actief and via officielebekendmakingen.nl. This gives interested parties, such as your neighbors, the opportunity to respond.
Step 4: Wait for the municipality's assessment
We check, among other things, whether your application:
- Complies with the environmental plan;
- complies with the rules of the Buildings and Living Environment Decree (Bbl);
- meets the aesthetic requirements (found via Rules on the map in the Omgevingsloket).
Sometimes we seek advice from another organisation, such as the Wetterskip (water authority).
The municipality usually decides within 8 weeks
The regular procedure applies as a general rule. This means that in most cases, we will make a decision on the application within 8 weeks. This can be extended by us by 6 weeks. In some cases, we have to prepare the permit with a more extensive procedure. Then we will make a decision within 26 weeks. This more extensive period is an exception. This can also be extended by us by 6 weeks.
The municipality publishes the decision in the Actief and via officielebekendmakingen.nl.
