Grant Village Budget

The purpose of this grant is to give more space to liveability initiatives in villages and put the direction for liveability in the hands of villages themselves. 

Grants are provided for activities to maintain or improve the livability of a village that is part of the municipality of Tytsjerksteradiel. For development and project grants, applications must be submitted at least 8 weeks before the start of the project

What subsidies are there?

In short, there are five types of subsidies within this scheme:

  • Appreciation Grant
    • Fixed amount: €500 per year.
    • Objective: Support for administrative costs of village interests.
  • Village budget
    • Fixed amount: €1,000 to €3,500 per year.
    • Depending on the number of inhabitants.
    • Free to spend on activities that contribute to quality of life.
  • Development grant
    • Maximum: €7,500.
    • For: Research or preparation of projects that enhance quality of life or participation.
    • Condition: Involvement of the village coordinator in the application.
  • Project Grant
    • Maximum: €25,000.
    • For: Implementation of a concrete livability project with demonstrable support in the village.
    • Condition: Involvement of the village coordinator in the application.
  • Subsidy for the insurance of decorated vehicles
    • Maximum: €2,500 per village.
    • For: the cost of insuring decorated vehicles used in local parades or village festivals in the village.
    • Option to save the amount for two calendar years up to a maximum of €5,000.

Appreciation subsidy and village budget

The board of a village interest group can apply for an appreciation subsidy once a year. This is an amount of €500 per year to be spent on administrative costs.

In addition, village interest groups can apply for an annual village budget. The amount of this budget is determined for each village based on the number of residents registered on January 1 of the previous calendar year.

The village budget can be used by the board at its discretion to support matters and activities that benefit the village.

Development grant

A village interest group or other organization or association in the village, provided that it has legal personality and is a non-profit organization, can apply for a subsidy for research and preparation costs for (project) ideas. 

Conditions for development subsidy

  • The project or initiative must be based on a village vision or a work plan for the benefit of the village, or a document equivalent to this;
  • The project must focus on innovation and experimentation in the field of quality of life and/or participation (process funding);
  • The initiatives or projects to be subsidized may not be divided into different (sub)initiatives or projects and/or be (largely) similar to initiatives or projects that are already being subsidized in the village.
  • Each working group or project group may apply for a one-time development and/or project grant;
  • When applying for a development or project grant, it is mandatory to seek advice from the village council in advance. This ensures that initiatives are in line with the needs and plans of the village.
  • The amount of the subsidy per development project is determined in accordance with the principles of reasonableness and fairness and amounts to a maximum of €7,500.
  • The application for a development subsidy must be submittedno later than 8 weeks before theprojectstart date.
  • A village coordinator must be involved in every application. The council may consult the village coordinator if there is any doubt about the support for an initiative.

The subsidy applicant must provide the following information with the application form:

  • an activity plan
  • a budget for the costs of these activities

Apply for a development grant

Project Grant

Village interest groups and other organizations or associations in the village with legal personality and without profit motive can apply for a project subsidy for initiatives that enhance the quality of life and/or participation in the village.

Who can apply for project funding?

Projects included in the village vision are eligible for subsidies. If a village does not have a village vision, an application can also be submitted for a project that has demonstrable support within the village. Each working group or project group can apply for a one-time development and/or project subsidy.

Informing village interests is mandatory

When applying for a development or project grant, it is mandatory to seek advice from the village council in advance. This ensures that initiatives are in line with the needs and plans of the village.

Amount of subsidy

The subsidy amounts to a maximum of €25,000 per project and is determined on the basis of reasonableness and fairness. Applications must be submitted digitally via the online application form no later than eight weeks before the start of the project. The involvement of the village coordinator is mandatory for each application; the council may consult them in case of doubt about the level of support.

The following documents must be included with the application

  • an activity plan;
  • a budget and coverage plan.

The coverage plan must demonstrate that the subsidy applicant has made efforts to obtain other financial resources, such as own resources, the use of volunteers, contributions from funds, or subsidies from third parties. It must also be demonstrated that there is support for the project in the village, for example because the project is included in the village vision, residents have responded positively, or an information meeting has shown support from the village.

Apply for project funding

Subsidy for the insurance of decorated vehicles

A village interest group or an organization/association in the village can apply for a subsidy to cover the costs of insuring decorated floats used in local parades or village festivals. The subsidy amounts to a maximum of €2,500 per year per village. If the maximum is not fully utilized, the remaining amount may be saved for a maximum of two calendar years, up to a maximum of €5,000.

The application must be submitted at least 8 weeks before the planned parade or activity.

Budget and duration

The scheme will be run as a pilot until the end of 2026. The annual grant ceiling is €390,000, distributed as follows:

  • Appreciation grant: €8,500
  • Village budget: €32,000
  • Development and project grants: €349,500

Applications for development and project grants are processed in order of receipt, as long as there is still budget available.
