Passport or identity card for children

Children need their own passport or identity card to travel or identify themselves, such as for medical care. You apply for a passport or identity card together with your child. You do this in 4 steps:  

1. Make an appointment

Does your child have DigiD? Then you can start the application online here . You fill in his/her details and pay immediately. This saves time at your appointment.

2. Consent by parents/guardians.  

  • For a passport: consent required up to age 18.  
  • For an ID card: consent required up to age 12.

For this, you as parents/guardians both accompany you to the appointment at City Hall. Is one parent/guardian unable to attend? Then that parent/guardian must give prior consent with his/her DigiD.

3. Come to the appointment with your child  

You and your child will visit the town hall together. Please bring the following with you:  

  • A recent passport photo of your child that meets the requirements;
    Have a passport photo taken at a photographer. This person knows what the passport photo must meet. See all the requirements on the government website.  
  • your child's passport and identity card;
    Bring all of your child's travel documents, even if they are expired. You do not need to bring invalidated documents (e.g. with holes).  
  • debit card or cash.
    Haven't paid online yet? If so, please bring your debit card or cash.  

If both parents/guardians come along:  

  • A valid travel document or driver's license from both parents/guardians.

If not both parents/guardians come along:

  • A valid travel document or driver's license of the parent/guardian coming with you; 
  • the parent/guardian who does not attend gives prior online consent.  

4. Pick up the travel document  

After 5 working days you can pick up the travel document with your child. This can be done without an appointment during our business hours. Children 12 years and older may come alone.  

Pick up the new travel document within 3 months. After that, it will be destroyed and you must reapply.

Give permission without DigiD?

Unable to consent online or don't have DigiD? Then print out the consent form. Complete and sign the form.  

Provide the form with a copy of your valid travel document or driver's license to the application. 

Need a travel document urgently?

If you need a passport or ID for your child quickly, make an urgent application. To do so, make an appointment by calling 14 0511.  

If you apply for a passport before 2 p.m., you can usually pick it up the next business day from 9:30 a.m. onwards. You do have to pay extra for an urgent application.  

Emergency Passport

If you cannot use the emergency procedure, you can apply for an emergency passport for your child in special cases. An emergency passport has a limited validity and is not a proof of identity. You can apply for an emergency passport only at an emergency document issue point of the Royal Netherlands Military Constabulary

Has your child's travel document been lost or stolen?

Report this to us as soon as possible, even if you are abroad.  

Missing

You can report the loss online via the button below, even if you are abroad. This is the fastest way.

Report a missing item at the counter 

Then make an appointment to report the missing person or call 14 0511. You can also request a new travel document for your child during the appointment. 

Loss/theft abroad 

If the travel document is lost or stolen abroad, report it to the local police. With the foreign official report, you can complete the Statement of Missing Persons at the municipality after returning home and apply for a new travel document. 

Report to the Dutch embassy or consulate that your travel document has been lost or stolen and request an emergency document here.  

Travel document found again? 

Have you already reported the loss to us? Then you are obliged to hand in the old travel document to the municipality. It has been invalidated after the loss. You can therefore no longer use it once you have recovered it.

Traveling with children

Are you traveling abroad with children? If so, you will need proof that you are allowed to travel with the children in the following cases:   

  • They are your children, but they have a different last name than you do; 
  • They are your children and you are traveling alone with them; 
  • You do not have parental authority over your children; 
  • They are not your children.
